Overview:
Responsible for assuring that Aerojet meets all contractual requirements and complies with applicable laws and regulations.
• Prepares negotiation position and strategy.
• Analyzes terms and conditions of solicitations/contracts and prepares terms & conditions and pricing assumptions for proposals.
• Reviews proposals for compliance with regulations and policies.
• Negotiates costs, price and terms of contracts and modifications.
• Communicates contract requirements internally.
• ensures prompt collection of payments and understands mechanics of positive cash flow
• Coordinates closeout of completed contracts.
• Ensures compliance with schedules for all deliverables.
• Elevates all risk areas to managements attention prior to proposal submittal.
• Initiates export control activities such as Licenses or agreements
SKILLS AND KNOWLEDGE
• Financial analytical skill to analyze, categorize and organize data in various formats.
• Knowledge of cost accounting, pricing methods and techniques.
• Knowledge of government regulations regarding procurement and contractual agreements.
• Knowledge of types of contracts available, appropriate terminology and format.
• Strong written and verbal communication skills.
• Requires the ability to use computer systems to prepare reports and documents.
• Ability to operate effectively in a team environment.
Essential Job Functions (Including % of Time for Each):
Under very general direction, independently determines approach to objectives demonstrating a complete understanding and application of principles, concepts and practices.
Performs the following type of activities:
30%:
• Provides solutions to problems involving unusual
complexity. Conceives and plans projects involving the development of new approaches and methods to attain objectives.
10%:
• Provide input to department objectives and long-range goals. Keeps current within area of specialty in support of project assignments.
60%
• Negotiates and administers complex contracts.
• Evaluates the terms/conditions of contracts to assure they comply with Aerojet policy.
• Execute certificates on behalf of Aerojet.
• Develops and recommends Aerojet policy on contract issues.
• Participates in Management reviews of contracts.
• May provide direction to less senior employees and support personnel.

Represents the organization/Aerojet as the prime contact on assigned projects. Interacts with senior internal and external personnel on significant matters often requiring coordinative activity across organizational lines.

Requirements:
Bachelor's degree in business/finance or related area and six years directly related experience or an equivalent combination of education and experience. Working knowledge of Federal Acquisition Regulations and the International Traffic in Arms Regulations (ITAR). Must be able to obtain a U.S. government security clearance at the appropriate level (requires U.S. Citizenship). Some travel will be required.
